Pakistan’s military power structure is undergoing a major transformation, with Field Marshal Asim Munir set to gain sweeping authority following constitutional and legislative changes approved by the Shehbaz Sharif government.

While Munir has emerged as the country’s most powerful military figure, another general has gained a prominent position in the reshaped command structure. Gen Syed Aamer Raza, recently appointed Commander of the National Strategic Command (CNSC), is emerging as a key figure in Pakistan’s new military hierarchy.

The position gives Raza command of the country’s strategic forces, bringing the strategic commands of the Pakistan Army, Navy and Air Force under a unified operational headquarters.

However, the National Command Authority, chaired by the prime minister, continues to retain ultimate authority over nuclear policy and the employment of strategic assets.

The post of Commander National Strategic Command was created under the 27th Constitutional Amendment, enacted in November last year. The amendment also paved the way for Asim Munir to become Pakistan’s first Chief of Defence Forces (CDF).

Under the Army Act, the CNSC is appointed by the prime minister on the recommendation of the CDF from among serving army generals. The commander serves a three-year term.

Who Is Gen Syed Aamer Raza?

Before his elevation to the strategic command, Gen Raza was serving as Pakistan Army’s Chief of General Staff, one of its most important operational appointments. In that role, he oversaw the implementation of organisational changes following the 27th Amendment and the restructuring of the military after last year’s conflict with India. He was also involved in the establishment of the Army Rocket Force Command.

A cavalry officer, Raza was commissioned into the 6th Lancers in 1988 after training at the Officers Training School. During his career, he has held several key command positions across the Pakistan Army. He has commanded an armoured regiment, an armoured brigade, an infantry brigade in South Waziristan, an infantry division and Lahore-based IV Corps.

Raza has also headed Heavy Industries Taxila, served as director general of Weapons and Equipment, and held the position of chief of staff at II Corps.

A Conventional Operations Background

Despite his new role overseeing Pakistan’s strategic forces, Raza’s career has largely been rooted in conventional military operations and force development.

Unlike some senior officers associated with Pakistan’s nuclear establishment, he has not served in the Strategic Plans Division, the Army Strategic Forces Command or directly in the country’s strategic missile programme.

His appointment therefore marks a significant elevation for an officer whose career has primarily focused on conventional military command and organisational development.

Raza’s Rise In Pakistan’s Military Hierarchy

At the time of his promotion to four-star general and appointment as CNSC, Raza was eighth on the army’s seniority list of lieutenant generals. His elevation superseded several senior officers, including Lt Gen Inam Haider Malik, Lt Gen Fayyaz Hussain Shah, Lt Gen Nauman Zakaria, Lt Gen Muhammad Zafar Iqbal, Lt Gen Ahsan Gulrez and Lt Gen Shahid Imtiaz.

The army’s most senior officer, Lt Gen Asim Malik, who also serves as director general of Inter-Services Intelligence (ISI) and National Security Adviser, continues in his positions on an extended tenure.
